PITTSBURG, Contra Costa County — October 23, 2026. Homeowners searching for lower-cost ways to build an accessory dwelling unit in Pittsburg can easily encounter old news describing both free city plans and a local rebate. But two time-sensitive caveats matter now. First, the city’s current Permit-Ready ADU Plans webpage says: plans are not available at this time because of building-code updates. Second, the city ADU Accelerator rebate program published a September 30, 2026 deadline for applications, now in the past.

Why do older pages still promote plans?

Pittsburg had announced a free permit-ready ADU plan program and construction guide as a way to reduce design fees and streamline applications. Its April 2024 announcement described a 750-square-foot, two-bedroom, one-bathroom plan. However, the page now displays a conspicuous warning that building-code changes have interrupted plan availability. Downloading an old archived plan is not a guarantee that the current city permit office will accept it.

What did the rebate program offer?

The city described a maximum $7,500 rebate for a qualifying unrestricted ADU and up to $15,000 for an ADU deed-restricted for low-income households for at least 20 years. Rebate size depended on the unit’s square footage. The program provided no rebates for JADUs or units larger than 1,000 square feet, and funding was first-come, first-served. The official published guidelines clearly state that applications were due before September 30, 2026 or earlier if funds ran out. Homeowners who did not apply on time should not budget as though those rebates are presently open.

What about homeowners who already applied?

The program specified conditions for a reserved rebate, including a qualifying building permit and a certificate of occupancy within defined timeframes. Some eligible applications submitted before the deadline may still be progressing. Whether a particular owner remains eligible depends on the city’s approval and documentation; this article does not say all existing reservations have expired. Anyone with a prior rebate application should contact program staff for a written status before making decisions.

What can someone do now?

The city’s general ADU page and Planning Division still provide local zoning, code and building-permit guidance. Ask whether the permit-ready plan library has been updated, whether any new grant round exists and what current construction drawings will be accepted. Prepare the parcel’s location, existing structures, utilities and proposed unit size to help the Planning staff identify the relevant requirements.

Contact Planning

The city lists 65 Civic Avenue and 925-252-4920 for the Planning counter. For the ADU Accelerator program, the published contacts include aduacceleratorprogram@pittsburgca.gov. Verify deadlines directly rather than relying on a construction vendor’s advertisement or an old municipal announcement.
